it looks like a species of Ageniella to me. its definitly a type of pompilidae.

i second that, certainly looks like an Ageniella, though i am still not good with that rather large genus, but looks like A. accepta or A. conflicta... it is possible that both occur in your area.

 
Yes...
There was no clear view of some of the characters used to separate A. conflicta and A. accepta, but unless it is a recently described species it is one of those two. Both are found in Louisiana
