what's this thing on my blueberry stem? - Ceroplastes

Size: 1/4 inch
Kind of cone or shell shaped. I think those are holes on the side and on top
There have been 10 or so on one of my blueberry plants. The blueberry plant right next to it has none.
Squished one and it seems there might have been a pupa in it but is empty now. Or???
