Size: ~5-7mm body length
Saw several flies land on still water adjacent to a small stream. They'd land, then take off, the same way flies will do on foliage. I'd like to know who they are and what they were about? Anyone have answers?

Shore flies or brine flies.
These are definitely flies (order Diptera), and most likely shore flies (Ephydridae), though I can't rule out similar families that exist in seashore habitats.
