I think that this is a plant bug but I do not see the closed loop vein in the wing.
About 13mm

Lygaeid?
This reminds me more of something in the Lygaeidae or Rhopalidae.

 
Rhopalidae
I sent the image to Richard Grantham at OSU and He identified it as Liorhyssus hyalinus which is common in Oklahoma.
