Smaller Yellow Ant - Lasius claviger

Smaller Yellow Ant - Lasius claviger
Wildwood Park; Radford, Virginia, USA
December 5, 2012
Is this a flying ant? If so, what kind, please? If not, what is it? I've seen several of the crawling around lately.
Is it possibly a braconid wasp?
