Is this a flying ant? If so, what kind, please? If not, what is it? I've seen several of the crawling around lately.
Is it possibly a braconid wasp?

These peak in September, when the weather is right (warm, clam, humid), but may fly quite late in the year if autumn is too windy or dry.
