Size: about 10 mm diameter
Found these gelatinous egg masses a log in a spring-fed creek. The snails that I have seen in this creek lay different egg masses.

Probably snail, though
Take a look at this page. A fairly similar egg mass was made by a captive Cerithium snail.

 
On second thought...
I just stumbled on this photo of some identical chironomid midge egg masses, so it looks like that's what you found.
