I'm not sure what this is. The seeming lack of veins in the wings is new to me.

Eupelmus
Yes, a Eupelmus female. Most likely E. cyaniceps, but hard to be 100% certain without seeing sculptural features. The image does show one of the diagnostic features of the subfamily (Eupelminae) very well. Females, or at least fully winged females of the subfamily, have a convex, posteriorly tapered anteromedial mesoscutal lobe and behind this a concave posteromedial region bounded on either side by a longitudinal convex region. The exserted, dark-pale-dark ovipositor sheaths are also a dead give away for female Eupelmus.
