Yes, this is a
winter crane fly in the genus Trichocera, family Trichoceridae. The main character of telling winter crane fly is vein A2, which can be seen here clearly that bents suddenly toward the margin of the lower margin of the left wing. In crane flies (Tipulidae, Limoniidae, Pediciidae), A2 would have extended parallel to A1 for some distance before reaches the lower margin of wing - Chen.
