Misunderstanding?
I believe Dr. Schauff was merely confirming Eulophinae and the possiblity that this is Pnigalio. I hadn't noticed your tentative ID of Pnigalio maculipes and don't know that he noticed it either. As I understand it, males of Eulophidae are difficult to place to genus and that placing them to species without there being an association with females (e.g. in reared series) would generally be tough.

By Dr. Michael Schauff, who says funiculars of this sort are common in males of several genera, including Pnigalio.
