Appears to be the robber fly Laphria virginica or flavicollis.

Laphria
Close, but not quite. This belongs in the Laphria sericea/aktis complex. You can tell the difference because the body isn't quite as chunky, the light-colored hairs are more golden instead of yellow, and the abdomen is completely covered in gold (not mostly black).
