Chalcid? I vaguely remember that this came out of something I had collected (kept outside at natural temperatures), but for the life of me I can't remember what it was.

Chalcidoidea: Pteromalidae
Pteromalids commonly attack fly larvae and pupae, but some, such as some
Catolaccus
species, attack beetle grubs.
Catolaccus grandis
goes after boll weevil grubs.

I don't think this is a pteromalid
The wing venation is wrong. I think the OP is correct though: family Chalcididae, probably the genus Brachymeria (baed on wing venation, enlarged hind femur and antenna structure). If I am correct, then it probably emerged from a lepidopteran pupa, although some species are primary parasitoids of flies or Hymenoptera, while others are secondary parsitoids via tachinids or sarcophagids.

On second viewing ...
... I do not believe this is a Brachymeria. The postmarginal vein is too short, and so this is most likely a member of the tribe Phasgonophorini, which has 3 genera in the area: Phasgonophora, Stypiura and Trigonura, but I can't tell you which one this is.
