Flatid Planthopper - Acanalonia

Flatid Planthopper - Acanalonia
Sycamore Canyon entrance, Coronado NF, W of Nogales, Santa Cruz County, Arizona, USA
July 27, 2013
Size: 2-3mm
If I had to guess I would say Mistharnophantia, but as usual it looks a bit different. It seems to have a lot of "scale insect" strands around it's abdomen and head. It was found in a grassy meadow, but I don't know the plant. Thank you!
