Looks like Toxomerus germinat
Looks like Toxomerus germinatus (a syrphid fly) to me - here is a simple key for the common species in that genus:

Also, I've taken the liberty
Also, I've taken the liberty of cropping the image so that non-editors can see the insect in detail; sometimes it's helpful to see the insect in the environment, but generally cropping the image to fit the insect is the most helpful. Nice fly!
