I'm guessing Pteromalidae
But certainly Chalcidoidea, in any case.

 
Agree with Charley…
Appears to be a pteromalid based on coloration, long antennae, sculpture, wing venation, and the large, open jaws which can seen in some. This group, as Charley is very aware, is also associated with gall midges.
