There were two of these in the same bag as this one:

Apparently the larvae of both moths were leaf skeletonizers; it may be that these fed exposed while the ?Psilocorsis tied leaves though.

Pseudotelphusa quercinigracella
Pseudotelphusa quercinigracella probably is the most likely ID here. The larva would have tied and skeletonized leaves in similar fashion to that of the Psilicorsis.
