Size: 1/4 inch maybe

Eumeninae.
Hoping one of our wasp experts can do better than 'mere' subfamily:-) I'd vote for a male Symmorphus, so we'll see if that is confirmed or refuted.

 
Confirmed - Male Symmorphus sp.
A small species very similar to European S. bifasciatus.
