Size: length 6 mm
Despite cool and windy conditions, massive swarms of these small, wary flies descended upon rotting seaweed like a dark, living cloak.

Fucellia
My suggestion would be Fucellia, which live in the same habitat as Coelopa. Note the convex dorsal surface of the thorax (flattened in Coelopa).
