"Florida's Fabulous Insects" (1) has an image that looks very similar to this wasp on p. 143. They also call it a Folded-wing Hunter Wasp.

This photo was taken at the Frenchman's Forest Natural Area.

Puzzled
Wow, this does not look like any Eumenes species I have ever seen. Then again, not terribly familiar with the Florida fauna. Eumeninae most definitely; I'd wait for an expert opinion on genus.

 
No longer puzzled!
Just discovered this is an introduced species: Zeta argillaceum, native to South America.
