Looking at Singing Insects of North America, this could be N.triops, but I am not completely positive.

Yes, I also agree with Broad-tipped Conehead (Neoconocephalus triops). With the amount of black, range, and short ovipositor makes it this species. Thanks for posting!

Based on the info and pictures in the (1) I also think it's the triops.
