At the edge of a pond in very shallow water; its breathing tube is breaking the water surface. This must be Nepa apiculata, as there are no other species in that genus in North America.

Identification?
Are you sure this isn't a Giant water Bug, Family Belostomatidae?

 
Yes, I'm sure.
As the Guide page notes, Giant Water Bugs (Belostomatidae) lack a long abdominal breathing tube, and have flattened middle and hindlegs.
