This appears to be a species of Dendrotettix
Species determined based on location and some points from the original publication of the name.

from genus page to new species page. In this male, the subgenital plate has a small hump or tubercle in the middle of the top edge, visible in the photo as a pale solid half-circle. This characteristic is diagnostic of the species. The combination of solid green forelegs & midlegs and black lateral stripe running the full length of the pronotum is also diagnostic. Unless someone else has reported these in North Carolina recently, maybe this is a new state record (?).

Melanoplus viridipes?
I think this looks like a Green-legged Grasshopper (not sure of the common name) shown on this page.

 
Probably correct, but....
The only way to conclusively ID a specimen of Melanoplus to species is by running it through a key. Most characters are found on the male genitalia (and even that might change given the current preference for doing genetic work-ups). Can't get that out of this image. I just want to caution folks about assigning species names in cases like this.
