Size: 1/2 inch
Reminds me of a caddis fly but they were found no where near water--some were on houses and others on plants.

Looks like the case of a bagworm moth. Not sure on the genus, or whether the materials used are specific enough for an ID. Looking forward to other comments as to the latter.
