Definitely S. pensylvanica
The head shape, petiole shape, and type of host are strong evidence for S. pensylvanica. This is a male, the wings are about half the size that they will be at adulthood, but all of the thoracic and abdominal plates are very clearly defined. It is really great to see a specimen in this stage of development.
