Pepsis thisbe
Using my browser to zoom-in on the full-size version of this image, I could see the apically-rounded marginal cell of fore-wing, and also that the 2nd recurrent vein does not reach beyond the proximal 1/4 of the 2nd submarginal cell. Those characters indicate this is in the genus Pepsis.

Moreover, the hypaline wing-tips and narrowly darkened submarginal band indicates species P. thisbe, one of the relatively common species of Pepsis in southern California.

The relatively straight and thickened antennae indicate a male.
