Picture-winged Fly?
Looks like a picture-winged Fly of the Genus Delphinia but, there are no Bugguide records for that genus out West, so I'm not sure if Cal. is in it's range.
Maybe better fits a fruit fly with it's hairy thorax. Check out Aciurina thoracica
