Maybe Mesocrina
Hard to tell without a better look at the front wings. The large second submarginal cell makes me think Mesocrina. Mesocrina are uncommon, temperate nearctic, and there aren't any host records that I know of. They've been reared from mushrooms. Can't find anything very recent - after 1983.

 
Front wings
I got several of these wasps, spread over a few weeks. I'll see if I got photos of any of the others that show the wings clearly (and, of course, I have the specimens).
