Cannot ID this...any help is appreciated..thank you.

Soldier fly
It is, so you can be sure about it!
It is even in the genus Stratiomys, and you can find more pictures in the guide.

Do you have any other shots?
Looks like it may be a Soldier Fly, Family Stratiomyidae. But I'm not too sure.
