Sawfly?

Sawfly?
Beavercreek, Greene County, Ohio, USA
May 29, 2014
Photographed on Clethra alnifolia 'Fern Valley Pink' where it was wandering around leaves as if looking for something, making short flights from one to another, then dropping down to a Potentilla indica (aka Duchesnea indica, Mockstrawberry) and doing the same.
