I'm reasonably sure it's P. metricus
The only common name I found was Common Paper Wasp which is also used for P. exclamans. I propose we call it the Metric Paper Wasp! I failed to keep a record of the sources I used, unfortunately, but it wasn't too hard to find. If you do any research and have an opinion, for or against, I'd like to hear it. I'll put my photos on the Bugguide page for comparison.

Polistes fuscatus, female (GA)
John: You almost got it right. There is too much red on the abdomen for metricus (segments 3-6 should be entirely black). Therefore it must be fuscatus.
