Black and white leafhopper nymph - Scaphoideus? - Scaphoideus incisus

Black and white leafhopper nymph - Scaphoideus? - Scaphoideus incisus
Chapel Hill, Orange County, North Carolina, USA
June 5, 2014
Size: ~4 mm
Found 2p.m. EDT on a sunny day on Butterfly Milkweed in a planting at the NC Botanical Garden. Tiny, it has bristles visible in a few of my photos. My tentative ID comes from photos #687067 and 482317 (bugguide.net/node/view/687067 and /482317). I shot a short video, in which it was waving its tiny pointy black end back and forth. At first I had thought I was seeing either an egg or a dropping -- but when I came in close I could see it was moving. I'd love to know if species identification is possible based on color or other features.
