Size: ~2 cm broad
Many leaflets on this French Broom Tree (Genista monospessulana) Golden Chain Tree (Laburnum sp.) displayed large leaf mines on their upper surfaces. Mines only faintly visible from underside of leaflets.

I love it when I have no idea what a leaf mine is, but then easily find the answer in my manuscript! This moth is known from Genista tinctoria and various other Fabaceae. Your mines are a good match for these. This may be the first North American host record.

 
Laburnum
Thanks, Charley, how interesting! After I read your description and links, I revisited my plant identification and see that it was indeed Laburnum after all (in same tribe as Genista); I have corrected this in my introductory comments. This tree species was common along a residential street in the village of Eastsound on Orcas Island, evidently planted as an ornamental.
