Galls and a community of aphid-like creatures?

Size: .05-5mm
I found this leaf on a very large tree in Central Park several leaves where similarly infested. I noticed what appeared to be all stages of life. On the top of the leaf were galls but when I cut one open there was just pith inside.

The tree might be a poplar or a cottonwood. Not certain.
