Fly - Efferia aestuans - female

Fly - Efferia aestuans - Female
Glencoe, Etowah County, Alabama, USA
June 23, 2014
I know very little about bugs but it looks like some sort of female horsefly searching for a place to lay eggs. her "tail" was wagging back and forth, and I assume it's an ovipositor??
