Fly - Efferia aestuans - Female

I know very little about bugs but it looks like some sort of female horsefly searching for a place to lay eggs. her "tail" was wagging back and forth, and I assume it's an ovipositor??

Yeah, that's a female asilid thinking about ovipositing, from the genus Efferia.

Robber fly of some sort I think
Asilidae family. Try perusing the images there.
