Possibly…
There is a record of a torymid species, Torymus tubicola, being associated with this particular gall host. I can't tell due to the dark background whether this is a female (if so, there would be a long ovipositor). Could also be a male that emerged, of course. Do you have any other images?

 
Pretty sure its a male
Its the only image I have and the angle is bad. First time trying to take photos of a live specimen in a studio type setting... I may freeze it and mount it to take more.

 
Torymid…
Suggestions that this is a torymid include the enlarged hind coxa and hind femur, parapsidal sutures, coloration, and the antennal segments.
So the species possibility is pretty good.

A few weeks ago a captured and release the typical looking female on the same gall. It looked like the images for that species.

 
Even better…
Torymus tubicola is a common species, so it wouldn't surprise me if this is one of the males.
