Twitchy blue-black wasp on buckwheat - Aporus hirsutus

On California Buckwheat (Eriogonum fasciculatum var. foliolosum) in recovering coastal sage scrub at the Claremont Colleges' Bernard Field Station. This wasp was very twitchy, and for once I had the presence of mind to switch to shutter speed priority and a faster shutter speed, so I was able to actually get some photos. Any information will be greatly appreciated!

Note the extremely low antennal insertions and "extreme" blue refulgence.
