Agromyzidae
Marshall has a picture of one that looks very similar, Liriomyza huidobrensis, S. American Pea Leafminer. There are a couple of other species that look similar, L. trifolii (serpentine leaf miner), L. sativae (vegetable leaf miner) and L. langei which appears to specialize on chrysanthemums.

 
Great! So glad you provided ID.
I had posted this months ago, but realized image quality was poor. After I deleted the earlier post and enhanced the image, you nailed it. When the fly was in the air, I first thought it a frit fly, mostly due to color, and had no other idea of what it was. L. trifolii looks quite close; I couldn't find the last two you mentioned in a quick search.

When I moved the image, I discovered I have another Agromyzidae that I couldn't figure out and that looks way different that this one. Never would have solved the puzzle on my own Thanks twice!
