This insect was on the ground and didn't move very much. It only scurried along the ground a few inches at a time when I got too close with the camera.

It looks like a Diogmite (aka Hanging Thief), but I am no bug expert and would like confirmation. Also, is there a way to identify the specific species? For example, it looks a lot like the Diogmites Neoternatus, but once again I would like confirmation.

What makes you think that it is "freshly emergent"?

 
Abdominal
shape, leg coloration, overall pallor. Takes hours or longer for the flies to harden up and reach full coloration after emerging from the grounded (in this genus) pupal case.
