Calycomyza
The genus is definitely Calycomyza, and based on the plant I would call it C. enceliae, which is only known from California on that host.

I think it's in Agromyzidae, but I'd like to hear what other dipterists have to say. The other family that sprung to mind, Chloropidae, is not possible due to the presence of an anal cell and a small ocellar triangle. There are still a number of other little acalyptrate families this might fall in to.

It photographs like Agromyzidae, and the coloration was close to the one other I'd shot. Pattern on the body was different, but I assume that's not important. It's always intriguing to me to see how insects are defined by what they're not. Hey, there's a lot of that in food, ala non-fat, no calories, etc.
