I don’t know how to elimina
I don’t know how to eliminate a male Cherry-faced Meadowhawk or Ruby Meadowhawk from this image. In much of its range in the eastern U.S. Cherry-faced does not have a red face despite its common name. To make an ID in this the hamules would have to be examined in-hand. The ID of Meadowhawks, even males, is not as straight forward as we would like it to be.

Sympetrum sp.
Possibly White-faced meadowhawk if your picture is a bit over-saturated. The face should be pure white. It's a male
