Wasp?

Wasp?
Houston, Harris County, Texas, USA
February 17, 2007
Size: ~3mm
Beautiful.

Encyrtidae (Chalcidoidea)
A large-sized and brightly colored representative of this large family. Banded wings are fairly typical, as is the large mesoscutellum.

Total guess
Small carpenter bee? (I'm seeing them in southern California now.)
