Quite sure
this is a Tachinid. Note that this is a Puparium. What you seeing is the old skin of the fly maggot that forms a sort-of-cocoon. The actual fly pupa is inside.
Be sure to photograph and post images of the beast that emerges.

 
Thanks for all of the info.....
I will research stages of Tachinid flies and hope that the Puparium has survived the winter. Hopefully I'll have some follow-up photos to post.

Unfortunately, no...
...the puparium was hollow when I checked it in spring. May as well frass this.
