Moved from Parochthiphila. ID'd from specimen, now a photo-voucher. Thanks Tom.

John is right about this being P. spectabilis. Genitalia and description match Ebejer (2016).

Parochthiphila cf. spectabilis
The photos here from Massachusetts and New York are Parochthiphila spectabilis or a similar undescribed species.
