Size: ca. 20 mm head-abdomen
First assumed to be an ichneumonid, but it matches very closely a Gasteruption sp. female (Gasteruptiidae), from Orange Co., CA by Ron Hemberger. Narrow neck, enlarged "ankles". Also on buckwheat (Eriogonum cinereum), recently planted in urban backyard; low, and moving from flower to flower. Terrific wasp.

Superficially resembles
Gasteruption visaliae. If you get a specimen, I could compare it to identified ones at Northridge, det. by Dave Smith.
