What kind of aphids are these, and who are these little white bugs? - Aphis nerii

Size: small
The plant they are on is milkweed. Photo taken around 9am in the morning. The milkweed is at the stage of the first hint of flower buds appearing. I know some ants milk aphids but the white bugs didn't really look like ants.

Aphis nerii - Oleander Aphid
A common aphid on milkweed. The white things are aphid exuviae - shed skin - of the same species.
