Lately hundreds of these winged insects slowly walk on the interior glass pane of my living room window.

This is Ceroxys latiusculus,
This is Ceroxys latiusculus, Ulidiidae; an extremely common fly in California - but with a poorly-known biology.

Definitely a Fly
I'm no expert, but it certainly looks like a fruit fly in the Family Tephritidae, perhaps in the Genus Rhagoletis.
