Size: 3/8 nose to wing tip
Lately hundreds of these winged insects slowly walk on the interior glass pane of my living room window.

This is Ceroxys latiusculus,
This is Ceroxys latiusculus, Ulidiidae; an extremely common fly in California - but with a poorly-known biology.

Definitely a Fly
I'm no expert, but it certainly looks like a fruit fly in the Family Tephritidae, perhaps in the Genus Rhagoletis.

Do you have any tree or plant near your house that bears fruits or nuts?
