This is an immature leafhopper, Cicadellidae, perhaps a type of Hecalus. Not familiar with southwestern leafhoppers.

 
Hecullus
Hecaline leafhoppers are rare in Arizona. This is probably Hecullus bracteatus, a Deltocephaline leafhopper with a long-headed female. It feeds on curly mesquite grass (Hilaria belangeri).
