Evaniidae
Hyptia sp. Adults feed on moisture or plant exudates. Some have been taken from honeydew. They are sometime seen running around on leaves, probably looking for food.

Thanks for the genus on that odd wasp. Would any view help get species?

 
For species
a close-up view of the mesopleuron and a close-up of the punctures of the frons might be ok, but it is hard from pictures.

the 'battle position' of the metasoma looks quite unusual!

It was rapidly running around on the Milkweed like this. Hard to get a focus on.

Yes all these wasps were running around looking for something. It seemed that if they stopped momentarily, then the plant would blow. very frustrating and I didn't get as good as shots of any that I had hoped, after about an hour.

didn't notice much else. In
didn't notice much else. In other places, I found even more species of parasitic wasps on Milkweed though. They seem to run over the leaves more, than stems, where those Homopterans feed.
