692 feet up, on the peak, in an open area near a viewing deck. The caterpillar looks like Macrurocampa marthesia. The wasp dragged the caterpillar around for several minutes, eventually leading it to a round hole in the sand.

could it be Ammophila procera?
It's the only one which fits both range and coloration (those white/silver lines on the thorax).

 
I'll defer too,
But would like to add my two bits first. According to the Guide, ID of Ammophila to species based on images is "probably not plausible". When magnified, the 'silver dashes' on the sides of the mesosoma of your specimen are a match for those on specimens in the Guide (tentatively?) ID'd as A. procera. How large is your specimen, roughly?

Unfortunately this was a while ago and candid as well, so I couldn't guess as to its size except that the caterpillar was a little more than an inch. I'll just move it to genus.

...but don't give up hope. Dr. Ascher may just be able to confirm one species or the other. If this critter is as big as you are suggesting, it may well be A. procera.
