Looks Like 1986 - Gnorimoschema galleosolidaginis
Please always post wingspan on spread specimens. Jim Vargo's specimen had a wingspan of 23 mm. If your moth is close to this I'd consider it a good match.

My specimen has a wingspan of 21mm. Can I conclude it's Gnorimoschema galleosolidaginis for sure?
