Looks Like 1986 - Gnorimoschema galleosolidaginis
Please always post wingspan on spread specimens. Jim Vargo's specimen had a wingspan of 23 mm. If your moth is close to this I'd consider it a good match.

wingspan added
My specimen has a wingspan of 21mm. Can I conclude it's Gnorimoschema galleosolidaginis for sure?

Well, can anything be certain? :-)
Yes, I'd move it. If someone ever comes up with a better ID it can be moved again.

All right then
this one needs a new guide page. Thanks a lot for your help.

Done
I still have to look for some information to put on the guide page, but your image is moved to it.
