Agallia deleta
just noticed this species and then recognized that it was one of your photographs. Agallia deleta is a poorly known yet frequent small, dark species in New England. Originally described from Woods Hole, MA. I think I do have your specimen but didn't think anything about it as it is so distinctive.

Kyle, that sure looks like the right call. My only concern is Andy Hamilton's comment on your picture said this was a southwest species making its way east and the northeast is a long ways from the southwest.
Hopefully Andy comments on this plus I saved the specimen for Don Chandler at UNH.

It might be quicker for you to just email Andy, that's what I've been doing.

What leafhopper groups does he look at? Would I be able to send him specimens?
